Join us for the 2026 

Neighborhood Cleanup Day!

Saturday, April 11 at 10:00 am - 12pm

All residents, businesses, and friends are encouraged to join in. It’s a great chance to make our neighborhood look better, chat with neighbors, and get some exercise!

We’ll meet at 10:00 at the bus shelter by Crescent Point—Lismore & 17th StIf you arrive later, just look for us and join in. We’ll be picking up trash along our neighborhood streets, including W. 17th St, Crescent Rd., Lindbergh, Hancock, etc.

Bring your gloves and reachers/grabbers (to save your back). We’ll have plenty of blue garbage bags that the City will haul away for free. 

Metal Recycling: Between 10 to 11 on Saturday, April 11, one of our volunteers also will use his truck to pick up metal you may no longer want and will haul it for recycling--everything from aluminum siding to tin cans, iron, brass, copper wiring, metal guttering, car batteries, metal shelves, and more.  

If you have metal items to recycle: 1) Send an email with your address to crescentbend@gmail.com or call or text 812-345-1201 before 8:00 am Saturday, April 11; and 2) Leave the items near the curb in front of your house by 10:00 am that morning. If you have heavy items, please help load them into the truck.

Our guest speaker, David Hittle, City of Bloomington Director of Planning and Transportation, will begin at 1:30. He’ll ask and answer questions about housing and transportation in the area. Bring your questions and comments for him. There also will be time for you to discuss issues in our neighborhood and to make suggestions.

Town Hall Meeting with Mayor Kerry Thomson

Mayor Thomson will hold a resident listening session in our Council District (#2). District 2 Council member, Kate Rosenbarger, and At-Large Council members, Andy Ruff and Matt Flaherty also will attend.

This is a chance to let the Mayor and City Council members know:

§  Your ideas about how can the City better serve the community

Crestmont Park in the Spotlight

Volunteers have been working—and continue to work--in Crestmont Park, on the south border of the Crescent Bend Neighborhood Association (CBNA) area. They’re removing invasive species, planting new trees, and making our neighborhood a better place.

Ø The Bloomington Arbor Tree Planting Ceremony was held at Crestmont Park on April 1, with Mayor Kerry Thomson; Tim Street, Director of Bloomington Parks and Recreation; Haskel Smith, Bloomington Urban Forester; and many others in attendance. Ø Crestmont Field Day was held on May 2, 2024. Volunteers planted new trees to increase the tree canopy at Crestmont Park as part of the Winslow-Crestmont

Wildlife Corridor project.

Neighborhood Clean-Up Day, Saturday 5/13, 10 am to noon

Join us for the Crescent Bend Neighborhood Association Clean-up Day this Saturday. In addition to making our neighborhood look better, it’s a great chance to socialize with neighbors.

ü We’ll meet at 10:00 at the Little Library, in front of 1305 W 17th St., and then disperse to pick up trash along the streets of our neighborhood, including W. 17th St, Crescent Rd., Lindbergh, Hancock, etc.


ü Bring your gloves and reachers/grabbers (to save your back). We’ll have plenty of blue garbage bags.

After we finish, join us for a picnic and socializing at Sue Tuohy’s house, 1412 W. 17th St. (812-336-8246). We’ll have water and soft drinks, hotdogs/brats, chips and dips, some veggies, and plates, etc. Feel free to bring a dish to pass if you wish. Parking in the driveway is limited, but people also may park next door.

Metal Recycling: Between 10 to 11 on Saturday, one of our volunteers will pick up metal for recycling at JB Salvage. JBs takes everything from aluminum and tin cans to copper wiring, metal guttering, car batteries, metal shelves, and more. If you have metal items to recycle:

·      Send an email to crescentbend@gmail.com with your address before 8:00 am Saturday; and

·      Leave the items near the curb in front of your house by 10:00 am on Saturday. If you have heavy items, please help load the material into the truck.

The Crescent Bend Neighborhood Association (CBNA) was organized in 2010 by a group of neighbors with the goal of making our neighborhood better. We’re volunteers who work together to:

ü  Enhance the quality of life in our neighborhood

ü  Create a unified voice for our neighborhood

ü  Identify and work with government officials and other organizations to solve problems related to traffic, infrastructure, neighborhood clean-up, security, and more

ü  Hold quarterly meetings, open to the public, to share information and concerns

ü  Organize social events to get to know our neighbors and have fun!

Our greatest concern in the Crescent Bend Neighborhood should be the increased traffic from all directions, the large semi traffic through our neighborhood when I-69 closes Vernal Pike, and the resulting road trash and litter.  Property values will likely be decreased in a 1.8mi radius which includes all of downtown Bloomington.

There's much we can do to prevent this from happening.

What’s new in 2013?
  • HAND, CONA and United Way is bringing Paul Schmitz, the author of Everyone Leads: Building Leadership from the Community Up” on Thursday, February 21, 2013 at 6:30 p.m. in the City Council Chambers. Learn a new approach to leadership including defining leadership as an action everyone can take, not a position to be held; how to be more effective at bringing diverse people and communities together to solve problems; and taking personal and social responsibility to work with other on common goals.   • Blooming Neighborhoods has a new twist for 2013, the awards have been replaced with “My Neighborhood Pot Luck Idea.”  The neighborhood “Pot Luck” gives neighborhoods the opportunity to share good ideas with one another. For more information you can link here to the website.

New Title XVI: Residential Rental Unity and Lodging Establishment Inspection Program

What is new in 2013? 

Highlights that pertain to neighborhoods:
16.04.040 Exterior Property Areas.  This requires that the exterior be maintained -- including sidewalks. New to the code, "Furniture not generally intended to be used for outdoor purposes (typically upholstered furniture) shall not be permitted to be stored on the exterior of the premises of residential rental units, this includes both screen-in and non-screened porches."  Neighborhoods have been asking for that for years.

16.040.050 Exterior Structure.  Requires that the structure be maintained -- including painting which has to be done in accordance with EPA rules.  It also doesn't allow graffiti on rental property.  If it happens, it needs to be cleaned up, fixed, restored, etc.

16.040.080 Rubbish and Garbage.  Requires that all rental units and their accessory structures to be maintained free from rubbish or garbage. For example, if we find a garage or other structure on the property to be full of trash, we would cite it and they would need to clean it out.  We do find garages and other structures to be full of trash and that attracts rats and other unwanted pests.

This code is instrumental in maintaining our neighborhoods as 67% of our occupied housing is rental. 

Title VI “Weeds and Trash Enforcement”

What is new for 2013?
The Bloomington Common Council passed an ordinance which made significant changes to Title 6 of the Bloomington Municipal Code as it relates to Refuse and Weeds.  Below is outlined some of the most significant changes that the HAND Department feels you should be aware of.  To read the changes in its entirety, you may go to www.bloomington.in.gov/council.  Look for Ordinance 12-23 in the council packet dated September 19, 2012. 
Synopsis of changes to Chapter 6.06 of the Bloomington Municipal Code titled, “Garbage and Weeds”
1.       The word “weed” has been defined as any plant or vegetation classified by either the State of Indiana or the United States government as a detrimental plant, exotic plant, exotic weed, invasive plant, noxious weed or weed.
2.       Added a new provision which prohibits the dumping of trash into a private dumpster without the owner’s permission.
3.       Adopted a new escalated fine schedule within a 12 month period of the initial fine of $50, which can increase up to $100, and then $150.
4.       Eliminated the 7 day grace period to clean up non-possessory residential rental property.  The fine remains, however, in order for the tenant to be responsible for the fine, a lease needs to be received within 7 days of the violation notice.

Letter to Bloomington City Council regarding proposed Solid Waste Facility, Transfer Station



December 3, 2012

To Bloomington City Council Representatives,

The Crescent Bend Neighborhood received a letter from Bethany Stevens of Indiana Recycling Resource, LLC.  The letter states:  “As required by IC 13-15-8 and 329 IAC 10-12-1 (a) – (b), please be advised the agent for the property Owner, has made application to IDEM, on November 7, 2012, for a Solid Waste Facility, Transfer Station permit. The project is known as Indiana Recycling Resource, LLC, DBA Vernal Pike Transfer and Recycling, In Bloomington, Indiana.  A copy of this application, legal description and all development plans pertaining to this proposed development plan are on file and available for examination at the Monroe County Public Library, 303 E. Kirkwood Avenue, IN  47404.”

Upon examination of these IDEM documents, it appears that this transfer station will be located on Vernal Pike on the property of JB Salvage.  Our concerns are:

  •  There will not be a public hearing regarding this project as stated by Planning and Engineering.
  •  Although there is an existing salvage company at this location, a solid waste transfer station, being significantly different, would perhaps be in violation of the current zoning ordinance.
  •  Who will be responsible for removing road trash that blows from uncovered vehicles transporting solid waste to and from the transfer station?
  • Why would the City think that it’s appropriate, and go so far as to send a letter of recommendation to IDEM, to send large vehicles, hauling trash, through a core neighborhood which includes two existing school zones (Tri-North and Head Start), narrow streets and few sidewalks?

It is estimated that 4,200 yards or 100 tons of trash will be moved in and out via large trucks and trailers each day.  Therefore this project will undoubtedly require a significant increase in large truck traffic on an infrastructure that at present cannot support multiple trips of this vehicle type.  Has there been discussion about infrastructure changes that would immediately be necessary to accommodate this type of traffic?  Large trucks will not be able to enter or exit via Adams Street because of the low train trestle/bridge and railroad crossings.  Similar problems occur at the Bender bridge on W. 11th Street.  It will be extremely difficult, if not impossible, for a large semi-truck to access Monroe Street.  Therefore, if the Vernal Pike/Highway 37 intersection is closed due to the I-69 project, the only way these trucks can exit the transfer station would be on Crescent Road.  Even if W. 17th Street is widened/updated, Crescent Road will remain inadequate which will directly affect the health and safety of local residents.

Please note, there may be potential for the proposed transfer station at this location as long as trucks are able to enter and exit via the existing Vernal Pike and Highway 37 intersection.   However, in the near future, we are very concerned that the City cannot guarantee that INDOT will agree to revise the I-69 plan and protect the integrity of the northwest side by keeping an access to the west and Terre Haute through the Vernal Pike intersection.  We also understand that this will likely not be an interchange; however an access at Vernal Pike would allow these loaded trucks to exit the transfer station more efficiently and with less negative impact to our schools, residences and businesses.

November 14, 2012 Quarterly Meeting

CBNA Quarterly Meeting will be held at the Aecom conference room 1800 W. 17th St., Wed. Dec. 14, 2012, 6:30pm.


Special guest will be City Engineer Adrian Reid.  We will be discussing the roundabout and specific plans for land acquisition as well as the Vernal/Crescent intersection and changes that need to be made there.


Come prepared to discuss your thoughts about infrastructure changes that are proposed for W. 17th regarding the Sec. 5, I-69 project.  This could have a major impact on our neighborhood if the project unfolds as proposed.

Upcoming important quarterly meeting about I-69

Please plan to join your neighbors on Wed. August 29th, at 6:30pm for an important CBNA quarterly meeting.  We will be hearing from Mary Jo Hamman, consultant to INDOT about proposed plans for Section 5 of Interstate 69.  It is very important that we all attend this meeting so we can be informed and then prepared to present our opinions and requests when needed.  These changes WILL affect our neighborhood.

The meeting will be held at 1800 W. 17th St., Suite A, the Aecom office building.  Contact one of your executive committee members with questions.

Revisions to Title 16 Property Maintenance Code

THE HAND UPDATE
An updated listing of information for Bloomington neighborhood residents!

Good afternoon.  As some of you may know, the City of Bloomington has been considering revisions to Title 16 (commonly referred to as the City's Property Maintenance Code) for some time now.  City staff conducted meetings with representatives of the apartment association, CONA and the BHQA to receive input and suggestions.  After reviewing those comments and suggestions, and after reviewing what staff feels are the needs of the overall community, City staff has prepared a proposal to amend Title 16.  It is the City's assumption that said proposal will be heard by the Bloomington Common Council before the end of this calendar year.

Because City staff is cognizant that these changes will impact a variety of members of the Bloomington community, staff is going to hold at least one, if not two, public forums wherein members of the public may provide the City will comments, feedback and suggestions on its proposal.  The first meeting will be held on Wednesday, August 15, 2012 in the City Council Chambers of City Hall (located at 401 North Morton Street). The meeting will begin at 5:30 following the BHQA meeting.

The purpose of this meeting is to receive feedback from the community.  This will be a listening session and staff does not plan on specifically commenting on any statement or proposal mentioned by a member of the public. However, staff will most certainly try to answer any and all questions posed.  

Upon conclusion of the August 15th meeting staff will review all comments and suggestions made by the public and determine what, if any changes, to its proposal are in the best interests of the community as a whole.  If needed, staff plans to hold a second public meeting after the September BHQA meeting (September 19, 2012) to present the version that will be submitted to the Council for approval.

Please note that any proposal taken before the Bloomington Common Council will be held in a public forum and any and all members of the public may comment on the proposal at said time.
